I have being working at my job for 3year and now they want to change my hour knowing that i have already told them in the beginnng that i cannot work any other work except 8am-5pm because of babysitting issue. Can they change my hours knowing that i cannot work any other hours

Yes, unless you have a contract that would not allow that.
