Is it illegal for a tenant to rent to apartments and rent out the bedrooms as a rooming house.at three times the actual cost . Not being the actual puppetry owners or landlord not even a manager ? Does have the right to evict without licensing or authorisation ?

The underlying lease agreement controls the relationship with the parties. If the tenant does not have the right to sublease, then he would be in breach of his lease agreement. The party who has a claim against the tenant would be the landlord. If you are a subtenant, you would be obligated under your lease but that is subject to the landlord's superior rights. The tenant may have a right to evict a non paying subtenant even though he had not right to make that original subtenancy. The subtenant cannot use the tenant's improper action as a basis for non payment and possession. I would suggest you seek legal help with your actual facts.
