4yo fell off swing at preschool and had to have surgical repair of ulna bone. 2 ER visits and overnight stay for surgery

Is the preschool liable for her medical bills?

Yes, and possibly for pain, suffering and consequences of the injury. Was their supervision? Were their previous incidents? Were safety mats installed?
