Legal Question in Personal Injury in Florida

Sorry if i selected the wrong area of Law

Can the police be sued for not gather the correct information from an accident as where the driver who was hit, got transported to an ER. The police gather the information from only the Tag of the car and found the driver with no license. After research finding the driver information that was giving was incorrect. Now the driver is stuck with nothing in the end.
