Legal Question in Personal Injury in Florida

I was treated by a city hosptal and my left hip was injured during complications during catheter insertion. This was in preparation for a UAE procedure. Took three nurses to get the catheter inserted and one leaned on my left leg with a flash light. Took them 30-35 minutes to complete everything before the surgery. The radiology asst/doctor that did the UAE told me I had to see my primary physician for the hip injury. PCP has done x-rays and MRI's and I am now in physical therapy. Is there special steps you have to take before taking legal action against a city hospital? What should I do? I do not know any attorneys in the area, I moved here three years ago.
