Legal Question in Real Estate Law in Florida

''common areas'' in subdivisions

Under what circumstances can a homeowners association lose control or ownership of the ''common areas'' in a subdivision.

If the Association rules require that the property is maintained by the Homeowners Association and is neglected for 7 years or more, can the ''common area'' status change?
