Condo Main line water break and damage

My Condo's main water line broke and floded my unit and the neighbors both. The condo Association will not pay for the damages even though it was the main line. The condo association agreement clearly shows ONLY the water lines outside the shutoffs are the owners responsibility and the condo association is responsible for the main lines. What can I do to get them to pay me and the neighbor for the damages, his was 10K plus, and mine was 3K. The water was about 4 inches high and ruined lots of the drywall and all flooring. How much will an attorney cost, or what are my rights here? Do have a case?
