Legal Question in Wills and Trusts in Florida

I am in a joint tenancy situation with 7 other persons. Only one individual has lived in the home for the past 11 years. This person has even bade additions to this home without the permission of the others. Is this legal? and Does this person have the right to ask the other parties to pay for the utility bills incurred by them on this property?

Depends on what your agreement states. Yes it was illegal not to ask the others and you can have the additons removed at the expense of the party who did this. As to the utilities - if the others ran up the bill, yes they should pay.
