is a ward of the state (other than Florida) entitled to an equal share of an estate if not specifically provided for in a will?

If someone dies that leaves children (minors, wards, or adult), they are entitled to a portion of the probated estate, unless a Will provides that they are to receive something else (including nothing). It doesn't matter where the children are located if the decedent was a Florida resident.
