Court appointed lawyers

if youre appointed a court appointed lawyer without asking for one...are you required to pay for that attorney. My friend went to court..had an attorney handed to him...and now he went to paying off his probation fees..and the proabtioner handed him a bill for nearly 500 dolars for the lawyer. Is this legal?
