Music Re-Issue Label

I am a vinyl collector who is thinking about starting a music re-issue label to make availalbe some extremely rare music. If the music is old and the labels from which the music comes from are long out of business and nobody seems to hold the catalogs what types of problems would I run into with producing CDs from RARE vinyl with the original cover art and liner notes?

The problems you would run into if you did not get the appropriate permission may include criminal charges of pirating, and civil penalties and damages.
