Legal Question in Family Law in Georgia

I have two children by my exhusband and he is not active in their lives. They haven't seen them in 3 years and he doesn't support them financially. I have asked him to relinquish his rights but he has denied. My current husband would like to adopt my children but we can't locate the biological. GA and NC can't locate him either (open child support cases). It is costly to do an adoption for the both of them at least $1000. Is there any way we can file the documents ourselves in court and do the newpaper publication?

Adoption law is complex and judges expect perfection. Probably less than 5% of lawyers have the expertise to do an adoption well. Since I am sure your children mean everything to you, you should spend what it takes to do an adoption right, rather than waste money on what is likely to be a failed and problem-filled pro se effort.
