Adoption of step child

My husband has full custody of his children. His ex-wife is in prison and will be for the next 5 years for felony charges related to her drug addiction/use. She will have 5 years supervised probation to follow. Before going to jail her visitation rights were taken. We would like to get her parental rights terminated so that I could adopt the children. They are 2 and 5 and have no contact with their mother. We now live in OK, but custody and visitation procedures were in GA. Would we have to do this in GA or can we do this in OK? The less we have to spend to go back to GA with better. Any information would be greatly appreciated.

Once the children have lived in OK for six months, you could move to register the decree in OK. Obviously, you would need to hire an attorney to terminate her parental rights and make sure that OK has jurisdiction over the ex.
