In Georgia, is it legal to charge the non custodial parent the highest percentage of child support as well as adding on child care costs. Also, is it legal to add BAH from the military into ones gross income?

There is no such thing as "the highest percentage of child support." Georgia uses income shares, which is something completely different. Discuss this with your lawyer.
