Legal Question in Family Law in Georgia

My husband petitioned for divorce in November 2011. We are awaiting signature of Settlement Agreement, of which I am not ready to sign until some revisions are made. I signed joint tax return in good faith that he would give me 1/2 of tax refund that I am due. He is withholding my 1/2 until I agree to sign agreement as written. Is this legal?

If you had listened to your attorney, you would not have created this situation and would not have signed a joint return without a settlement agreement.
