Kidnapping Georgia vs. Florida laws

Is it possible to file for divorce in the state you do not reside? I.E. my friend (born and raised in FL) is now in FL with her mother and is afraid to go back to GA (she has lived there for 2 yrs) for fear he might keep her there with the child.

She can file in Florida if she has livrd here for 6 months.

She can stay in FL and still file in GA, through an attorney in the county where the husband lives. She may have to appear for a hearing, but her GA attorney can make sure that the husband can't do anything about grabbing the child.

She could still file in Georgia if he is still there (in the county where he resides). She cannot file in Florida unless and until she meets their residency requirements and even then may not be able to resolve all issues if Florida does not have jurisidction over the husband.
