Obeying court papers

My husband has a 7 yr old daughter from his previous marriage. His court papers read that he is to maintain health and dental insurance on her. We agreed to let his daughter get on her step father's insurance. However, they are separated now, so we put her back on our insurance. Her mom is the arbiter (final decision maker) and is saying we violated her rights because she doesn't want their daughter on our insurance. She is saying that she will continue to see the out of network doctors and send us the bill for the cost that insurance doesn't pay. Can she hold us responsible for the cost, when we have insurance and a doctor she can use at no charge? Also, because she is the primary parent and arbiter does this mean that she can make decisions over what the court papers read?

I would doubt that the divorce papers make her an arbiter. Consult with a local attorney to have them reviewed.
