What are the laws in Georgia concerning fake IDs?

Is there a difference between having one made with your name or having one made with your picture but a different name? What about if you were to use someone else's (not forged) old ID?

I have been doing my best to research this on the internet, but haven't come up with much beyond one bill which says that the first offense for getting caught with possession of a fake ID counts as a misdemeanor, while the second offense is considered a felony.

I'm really concerned because my brother just got himself caught with a fake and I'm trying to figure out what the best course of action for him to take is.

If you are concerned, and your brother is facing criminal charges, you'll assist him in getting a lawyer to deal with charges. Even if you have good intentions, obviously you should not be trying go provide legal advice or guidance.
