Legal Question in Civil Litigation in Georgia

A seller and I agreed on the price of his car pending his repair of minor cosmetic issues (he worked for a dealership and could have the work done for a fraction of retail) - This work was to be done this week - He is not returning emails, calls nor text messages - I have text messages back and forth with the seller saying he agrees to fix the car and sell to me - Can I sue him for breech of (verbal/text) contract?

Are you serious? You don't buy a car with emails and text messages.

You buy a car with a proper written bill of sale and signing a title. Unless those documents contain the provisions you say, it's highly doubtful.
