Legal Question in Civil Litigation in Georgia

If I take someone to small claims court in Georgia and the opposition party hires a lawyer and has the case kicked up to State Court, can I seek legal fees in my damages when I have to go out and hire a lawyer myself ?

Since you didn't post the type of case or any details, there is no way to answer you. Legal fees can be sought in certain type cases and not in others.

You can almost always seek your attorneys' fees, but whether or not you will actually be awarded them depends on a number of factors, such as whether any contract specifies you are entitled to attorneys' fees or whether the appeal was frivolous.
