Legal Question in Employment Law in Georgia

My workplace is required by law to post all job openings. They posted a job with a week length and then closed the position. During that week, myself and a few others applied for the position. After the job had closed, the person the boss wanted in that position, who thought the job was automatically his, told the boss that he had not applied because he was told the job was his. Boss goes to HR, has HR open the job again for 1 hour, for his golden boy to apply and get approved by corporate. However, when they re-opened the position they did not make any announcements on the job re-opening. Golden boy is going to get the job, but is it legal for them to re-open the position with no announcement??
