Do i need to send the late rent letter by registered mail or is regular delivery adequate prior to filing the dispossary?

Subject to any requirements in the lease agreement, any delivery of written notice is acceptable. However, you should send it in a manner with verifiable delivery so there is not an issue of whether the tenant received the notice. You don't want to have to rely on the tenant's confirmation that they received it.
