Condo association fees

I recently inherited a condo that has a HOA which is located in an area that leaves much to be desired. The property is not well kept - missing shingles, gutters need cleaning, plumbing issues, and continued threats of having water disconnected because of lack of payment by the association. The association fees for the run down property is $195. I have had to pay over $2000 in three months because of plumbing issues. I have not paid any HOA fees. I have been unsuccessful to speak with a HOA Board member. I have talked with several condo owners who have informed me that they do not pay the HOA fees. Because the HOA is not active, is there anything legally I can do to exclude my unit from the Association?

Consult with a local attorney. The HOA documents probably REQUIRE that the board take certain actions to uniformly keep the property in good shape.
