deeded membership at campround

We have a deeded membership at a campground in Georgia. We pay yearly fees for upkeep and taxes which pay for the upcoming year. After we paid our fees for 2010 a committee was formed by the owner fo the campground. They decided to assess a 2000.00 fee to pay off his debt on the remaining campground deeds that have not been sold. This is his personal deed. Bylaws don't not state that we are abligated to pay off his debt. What can we do? Do we have to pay this person out of debt? Can we just give them back our deed? Can he just form a committee and not let any of the members know about it?
