Legal Question in Real Estate Law in Georgia

I have lost my cat in our neighborhood. I have put up signs at each entrance to our neighborhood. Each sign permit costs $25 from our City. It is a City Ordnance that each homeowner must purchase one and it lasts for 10 days. I just found out that we have a disgruntled neighbor who takes it upon himself to remove the signs and throw them away at his leisure. The signs are no where near his house. It has cost me over $200 thus far for the sign permits and also to have the signs professionally made. What recourse do I have? I have just found out the name of the person taking the signs. He is an unhappy person and from my inside source at the City I was told he calls and complains about everything.

Can I write the person a letter and advise him if he removes another sign I will take legal action against him. What do you suggest? thanks, sara

Sue the person in small claims court for the costs.
