Parental Rights

Hello, I just wanted to find out if the father of my children has the right to file suit against me for kidnapping if I decide to leave without his consent. I've notified him that I plan to relocate but he said that he doesn't agree with me. He has not supported the children since we split in Oct 2006 and there is no custody issuance from a judge.

If there is no order regarding custody from the court, you can probably leave without risking a kidnapping charge. The kidnapping charge generally only comes up if there is an order in place and your removing the child from Guam violates the order.
