Legal Question in Immigration Law in Guam

I am holded Order of Removal but ICE failed to send me back to my country after the immigration judge denied my request of asylum since 1999 and then ICE released me in the United States under order of supervivor since 2003. Without family in the United States-I am single and I have had no criminal in my record so I would like to know if I have qualify for residency under new immigration policy of August 20 memo?

No, you do not qualify for residency. This memo doesn't intend to give residency to people who are not qualified for residency based on some statutory basis. Do you have a wife/husband who had petitioned for you? Or a child over 21?
