False/Misleading Information By A Web Site

I was sent an e-mail from a legitimate website stating that I was the winner of a cash prize. I replied to the e-mail and got some bogus response in return. I asked about my cash prize and now I'm being ignored. Is there anything I can do to get the money that I've won? and is it legal for websites to practice false advertisement and to lie like that?
