is the creditor in complience with the far debt collection act

A creditor filled a judgment in a county I did not live, sign the original contract. Is this not in compliance of the fair debit collection act? If so, is there anything I can do?

A judgment may be transferred anywhere in the USA, under the Full Faith & Credit clause of the COnstitution. Was the contract or judgment defective? Was the document filed by a third-party collector or the party creditor?
