Legal Question in Consumer Law in Illinois

I bought a car 3months ago and I have yet to receive my title or plates. When I contacted the guy who I bought da car frm he said the title and plates came back but in his name. I asked him why and he said that's how they gotta do it, he said it will be another 6wks before I get da correct title and plates. Its jus sounds like something fishy is goin on to me. Pleas help!

If he there was a lien on the, sorry, "da" vehicle, it is possible that the lender sent him the, I mean, "da" title. But at that point, he should have given you the, whoops, "da" title, since you normally would have had to send a check along to get the, darn, "da" title transferred.
