someone told me at one point their relative was just paying the creditors 5.00 a month as a payment and there was nothing that they would do as far as taking to court for wage garnishment goes? Is this true

If there is an installment order approved by a court and the debtor is making the payments, then there can be no other action.

No, this is not true, unless there is an agreement or court order which allows this payment amount.
