what if someone made a statement against you and the court want that person to testify against that individual but the person does not want to, can the court still use the statement in court without the persons testimony.

The person can be subpoenaed and compelled to testify in most cases. If the person refuses to comply with the subpoena he or she may be held in contemp tof court and a capias, or warrant, may be issued for his or her arrest.
