my friend has been letting me raise her son for the last 3years and now she finally decided to let me adopt him what do i need to do to get it going

You need to file a Petition to Adopt, give notice to the father - have Mom sign a consent, all somewhat difficult things. Depending on where you live, each county has its own particular requirements for the processing of an adoption case..
