Legal Question in Family Law in Illinois

A friend of mine got married in Cook County, IL, in Sept 2006, but she has lived in PA (for maybe 5 or 6 months) with her husband. She may be filing for divorce...does she have to file in Cook County, IL, or in PA? Which would be her better option legally (regardless of logistics)?

No. She should file where she is residing. I am not licensed to practise law in PA and have no odea what there divorce residency laws are, but if she does not reside in Illinois she can't file here (unbkles her H resides here). If he too resides in PA she must proceed in PA.
