Can a judge in Illinois require a person to sign a divorce decree?

A divorce decree is a Judgment of the Court. It does not require the signature of either party. If one party is refusing to sign the Marital Settlement Agreement, the case goes to trial and the Judge will determine how the marital estate and custody issued will be determined. So I guess the answer to your question is No.
