Is it against the law for a mother to keep her 3 year old son from visiting his father?

How can I start a process to get visitation for my son?

Can the police be involved or should I have papers prepared by a lawyer?

Only if there is a court order for the visitation. If there is no court order, it is not illegal. It may not be good parenting, but not illegal, and the police should not get involved.
