Legal Question in Family Law in Illinois

My son and his lady friend married before a Judge in Moultrie County, Illinois 2 years ago. The Judge told them to sign the marriage license and take it to the County Clerk within 10 days. They never did this. Now they are separated and he would like to know if they are legally married ? Thanks in advance.

The failure to mail in the signed license does not effect the validity of their marriage.
