non-custodial parent has failed to two temporary visitions no call no show who do i call or inform so that this is put on file

Nobody. Read your Judgement. I'll bet that it says that the non-custodial parent has the right to see the children at various times, not the duty to see the children at those times. I base this on your use of the word "noncustodial". However, if your Judgment granted joint physical custody and the other parent is required to have the children at various times, then you would file a Motion for Contempt and bring this to the attention of the Judge.
