Will County: At what age must a child be to tell a judge she wants to be adopted by her step parent and no further ties to her biological parent?

If she can speak, she can tell the Judge whatever she wants. OTOH, he doesn't have to listen. An adoption by a step-parent with no ties to a biological parent is extreme and unlikely in most circumstances. You need to include some significant facts and re-think your question.
