Legal Question in Civil Litigation in Illinois

We live in rural Mercer County Illinois. The Animal Control Officer came on our property, when we were not home. Said she had report our huskey had no shelter, thought the dog house was too small. When she got on the property (without our approval) said the dog house is fine, dog is fine, but we need to put hay in doghouse & remove a brick in there. We advised the brick holds the dog house down & the dog pulls out the straw & never goes in the dog house. When real cold we put him in our shed with straw. She said she is aware huskey's do not like being inside. Then questioned if he had his tags and rabies vaccine. Said to come in with proof of vaccine & get dog tag. We went in on 3/14/09 forgot our proof from the vet, but the lady there said they have a sheet but she didn't have the months that would have our dog listed, so we were told to come back. We got fined $75 for no tag or Vaccine in the meantime. We went in showed proof of vaccine & pd for tag. Can we fight the fine?
