Legal Question in Civil Litigation in Illinois

our neighbor is cutting off branches of our 8 yr old willow tree without permission. He is cutting branches that are 10-15 ft high because he says he doesn't want the leaves in his pool (pool put in 1 yr ago) and that he can cut off the whole side of the willow that hangs over his property line. Is this legal? I don't want the balance of the tree messed up or my tree killed. I understand trimming low branches but ones 15 ft high that are not by the pool or a hazard?

Based on several years ago when I last checked the IL law on this issue, the neighbor can cut off any part of the tree he wishes that is over his property. He would be responsible to you for damages if his cutting killed the tree.
