Legal Question in Civil Litigation in Illinois

A neighbor has water problems in his basement. There is a field tile running through his lot. It is blocked under a nursing home down stream from his lot. He has been pumping the water out of the tile into the surface drains of the nursing home. He has tried to get the nursing home to repair the blockage, but has received no response. He has advised the other area home owners to ecpect there drainage problems to increase because he intents to dig down and have the field tile closed off where it enters his property. Can he legally do this?

Your neighbor will have to ask. Among other things, if we were to answer you, and you turn around and tell him, you are engaging in the unauthorized practice of law.
