Can the state hold my grandmother in a psyciatric ward if the power of attorney passed away is her daughters want her out?

Yes possibly. "Power of attorney" may be irrelevant. Guardianship is. If she gave power of attorney but then became disabled she could have voluntarily admitted herself or been involuntarily admitted. Time to work with the system or at least get your facts clear; then you can see what your options are.
