1) Can a visitor to the US on a vistor's visa apply for an extension of her visa while still here on a one time basis?

2) Is there an investment option for a foreigner to obtain a Green card?

1) yes.

2) yes, under EB-5 category, if it's investment of $1 million dollars or more, or $500K if in special regional center.

Yes, extension of B1 or B2 visa status is filed by mail with the USCIS prior to I-94 expiration, and extension will normally be issued for six months.

EB-5 category is the investor visa category but typically requires investment of $1 million, and the hiring of 10 U.S. workers.
