Laid off, but want to ask for a severance package

I was laid off after 20 years of working for my employer. They say they are going to bring me back in February, but I know it won't happen. I want to get my severance package before they try to bring me back at a lower wage and then let me go. What is the best way to ask for a severance package, I don't want them to say that I have quit.
