Wages

For the last three months I have been asked to submitt an invoice for my services to be paid. I have recieved one payment since June. My balance has not been paid. Prior to June, I was salaried. The C.E.O. is delaying my invoices under the pretense that there were services he wanted me to perform nine months ago that were not performed - even though I was never instructed to start the services by him or any other management. Can he withhold my current wages under these circumstances.

Depends on the terms of your employment. If your services are unrelated to one another and you have just converted from employee to independent contractor (or tried to) you should be able to collect. Feel free to give us a call to talk through some of the details, but you may be able to recover.
