does a landlord have to provide housing for a disabled tenant on a HUD contract during lengthy repairs

Without knowing where the unit is located, a complete answer can not be given, as various communities have specific codes and ordinances that may affect the answer. As a "general rule", however, if you are talking Housing Choice your lease, with required HUD provisions, will control your rights.
