Legal Question in Landlord & Tenant Law in Illinois

We were recently locked out of a building that we were doing business in. The landlord told me that we could not have access to get our equipment until the persons debt that was under an old contract was paid.

We did not at that time have a contract with the building owner and was in negotiations with him.

? Not sure what this is really saying. If you are a subtenant who has been paying your rent, you may have to file a lawsuit to regain possession. If you are the tenant, this sounds like an illegal forcible entry & detainer, and you also would have the right to file a lawsuit to regain possession.
