Landlord breach of contract

Our company rented an office with a Pole sign 1/15/05. Shortly after the previous tenat had a working sign box removed. Sign company replaced with nonworking box. Lease calls for landlord to provide sign and internet. Landlord will not repair. Have placed dec rent in escrow. Landlord has extended the lease through 5/06. Landlord also has not provided internet. Landlord is seeking to evict in 15 days. City code requires landlord to sign off on work. We have contacted the landlord repeatedly in verbally and in writing. Landlord is hasseling our employees with eviction. Sign company refuses to replace the sign with a working box claiming they followed previous tenants orders. Previous tenant has denied any responsibilty. I don't feel we are obligated to pay for the repair. Does IL allow for offset on rent? What is my recourse? I run a tax business and the sign is vital. It is also a term of the lease agreement?
