can my landlord withhold my security deposit if rent wasnt paid fro a month within me moving out due to i had no heat fro theat month

Yes

If there is no heat you should complain to the city where you live and see what they can do for you. There are rules governing heating and they will enforce them. You did the best thing by moving out - and do not forget to tell your friends the name of the landlord.
